Daycare Center Disaster Plan Requirements

Licensed child care centers and family child care facilities in West Virginia must maintain a written emergency evacuation plan and coordinate disaster planning with the county’s Homeland Security and Emergency Management office.

Under West Virginia Code §49-2B-3, child care providers must prepare plans addressing evacuation, relocation, family reunification, children’s individual needs, staff responsibilities, and coordination with local emergency management officials.

Emergency Plan Requirements

The written plan must include:

  • Relocation and evacuation: Identify a designated relocation site and outline evacuation procedures.
  • Parent notification and family reunification: Explain how parents will be notified of a relocation and how children will be reunited with their families.
  • Individual needs: Address the needs of each child, including children with special needs.
  • Staff training and responsibilities: Provide instructions for staff training and reassignment of duties when necessary.
  • Emergency management coordination: Coordinate planning with local emergency management officials.
  • Staff familiarity: Ensure appropriate staff members understand the plan and its procedures.

Annual Updates and Parent Notification

Child care providers must update their evacuation plans by December 31 each year and retain an updated copy. Parents, custodians, or guardians must be notified of the plan and informed that a copy is available upon request when a child enrolls and whenever the plan is updated.

Child care regulatory staff review plans and their submission as part of the normal licensing review process.
